If you're in Costa Rica or Nicaragua and need to apply for a full UK passport, then you should apply direct to the "UK Passport Service Centre for the Americas and Caribbean", Washington D.C., USA.

The British Embassy in San José can no longer accept full UK passport applications, and will return any that they receive, the cost of which will need to be met by the customer.

Unable to find what you're looking for on the UK in USA .  Try calling Careline Services (the UK Passport Helpline service) on +44 208 082 4721, between 8:30am and 8:30pm EST, Monday to Friday. Calls will be charged at a rate of £0.69 per minute + VAT. Please have your credit card ready before you call (Telephone service provider will also charge for the cost of the international call).
